Simplification and elimination of dispensable regulations
By the end of the year 2006, Government of the Republic of Croatia decided to introduce HITROREZ- the project of cutting down the business related regulations as the country was suffering from too many procedures required by all the national ministries.
Croatia was known for its weakness of proliferating new regulations while old one persists, which is excellent for red tape. Red tape imposes unnecessary costs on business, sapping an economy’s competitiveness and condemning many entrepreneurs to the informal or grey economy. It reduces investment and trade across borders, diminishes competition, and fuels corruptio.
Such framework was poor baseline for improving Croatia’s competitiveness and it was more than clear that something should be done. At the time Croatia was also on a fast lane for joining the European Union and many reforms needed to be done regarding that fact without any hesitations.
