Explanation:
2 things first: 1) lac should be lacs... In normal, non-medical parlance it means a snare, loop, slipknot. The idea is of a noose that can be tightened to cut off blood flow or leaks, or as a retractor to keep blood vessels out of the way during surgery, so tape, band etc are perhaps not wrong but not specific enough.
2) Silastic: a TM of Dow Corning, so should really be capitalised. Silastic materials used in surgery include tapes (bandelettes), sheets (plaques, lames), slings (frondes)(very common), and loops, as here.

Thank you Alison, especially for explaining the missing "s" in lacs which had quite passed me by. Drmanu49's band seems like an acceptable answer too, but doing a bit more research with Alison's info supports "loop" for my specific case. So points to Alison but thank you both!
