This is from a report comparing access pension benefits in Mexico and Uruguay

Del ejercicio de simulación de historias laborales nuevas, se estima que el 42,5% de los trabajadores afiliados en algún momento al IMSS alcanzaría el causal jubilatorio a los 65 años, en tanto dicho porcentaje asciende al 57% para los afiliados al ISSSTE y al 55% en el BPS de Uruguay.

It seems to have to do with having made enough contributions to receive a benefit, but I am not sure if there is an exact term.
