This is from a quite technical text compating the social security systems in Uruguay and Mexico:
El trabajador simulado que contribuye en X PERIODO contribuía en el período YPERIODO y no hizo una transición al estado no contribuir o no contribuía en ZPERIODO y realizó una transición al estado contribuir. Se designa con XXX a la probabilidad de realizar una transición, y se asume que ésta es extraída de una distribución uniforme en el intervalo.
I couldn't find anything convinced for "is removed"---I am venturing this translation, but I am not all that confident in it:

The simulated worker who contributes in X PERIIOD contributed in the period Y and did not transition into non-contribution status, or who did not contribute in Z PERIOD and did transition into contribution status designates the likelihood of changing status, and it is assumed that that likelihood does not conform to an even distribution during the spell.
