Washington, D.C. - Basic Business License and other bureaucratic questions

I've been trying, and utterly failing, to connect with someone who can help me with bureaucracy in Washington, D.C. I've called up the seemingly relevant D.C. government offices and they've been no help—as an example of their incompetence, I asked them why I would need a Home Occupancy Permit to interpret at hospitals, and they transferred me to the D.C. I've been trying, and utterly failing, to connect with someone who can help me with bureaucracy in Washington, D.C. I've called up the seemingly relevant D.C. government offices and they've been no help—as an example of their incompetence, I asked them why I would need a Home Occupancy Permit to interpret at hospitals, and they transferred me to the D.C. Department of Health.

An (out-of-state) agency recently asked me for my State License/Registration. This is a separate request from certifications and the like. As D.C. doesn't have T&I licenses, it seems like the closest thing is a BBL, which is a whole can of worms that requires bringing in the Tax and Revenue Office and the Office of Zoning, among others.

Of course I want to keep my work 100% legal, I'm just very lost about what is actually required and what is suggested. I've spoken with various freelancers, both in T&I and in other fields, and everyone is as befuddled as I am. Has anyone navigated this?
