I would tend to go for the latter. I think things are confused somewhat by the 'im Erstkontakt'. There is such a thing as a 'first fix rate' in this context (IT Service Management). When I submitted this query I was thinking more along these lines....

My brain's to muddled to research a translation, but IMO 'Selbstl�ser' means either problems that solve themselves or problems that are solved directly by the user (with a bit of help, of course, but minimal). Good luck with 'qualifiziert'.
