I find Verpflichtungsschein as a synonym for Revers. I also found it is related to a kind of fiduciary contract (pactum fiduciae) in Metzger's dictionary of Swiss law.
The context is not enough to define the Beseitigung. Possibly some obstructions have to be removed so that the municipality can use parking spaces. Hence 'removal' for Beseitigung - I imagine it would work in context, or can you find a more detailed explanation?
