All the read-write clocks of the FIFO are the system clock, a water level of the fifo is controlled by Tdelay_offset, if the number of service signals is smaller than Tdelay_offset, no data is read and data is written into the fifo all the time, and if the number of the service signals is equal to Tdelay_offset, the fifo starts keeping externally reading data, thereby ensuring the delay stability.
