French term
faciliter l’accumulation
Public expenditure is largely summed up by the purchase of imported consumer goods and road construction, largely by foreign firms. Thus, the needs of the state are met by imports which lead to a growing impoverishment of households through the flight of economic surplus which should facilitate accumulation in Haiti.

Non-PRO (1): writeaway
When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.
How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

For example, check "Solow growth model" for why this might be emphasized. I disagree with the presentation for a few reasons, in particular because exchanging currency for materials to build infrastructure (which increases the productivity of production capital) is not consistent with the complaint he's making, in my opinion.
But anyways, it's referring to the accumulation of capital.

: Yes, the sentence reads to mean that instead of facilitating accumulation of wealth, the capital is in fact fleeing/leaving the country. See my discussion post.

Unfortunately for Haiti, he does not seem to recognize the difference between financial capital and physical capital.

contribute to capital accumulation
"Summed up" should be "devoted to."
Discussion
The actual complaint I think he's making is that money is leaving the country. Period. That it's leaving the country. Without considering that in exchange foreign firms are providing services for which there is no or very low capacity in Haiti.
So, I think he's commenting on the loss of money which is leaving the country, but ignoring the fact that there is actual physical productive capital and infrastructure which can presently be used as a result.
I do not think he's talking about dictators and Swiss accounts.
Not sure if "fuite" means "flee" or is conveying the idea of it "leaking out" of the country. "Flee" suggests that those with the capital are taking to their heels and turning their back on the country; the "leak" (for want of a better term) idea, suggests that the money is filtering out of the country. Suggests something untowards, even dishonest, corruption?
