2. Apply for Investment License at General Investment Authority
Obtaining an investment license is the first requirement for the establishment of a Saudi company with foreign shareholders. This can be done by submitting an application to the Saudi Arabian General Investment Authority (SAGIA) to obtain an investment license.

A completed standard license application form signed by each applicant, which must include an authenticated declaration that the applicants have reviewed the Foreign Investment Regulation and its Implementing Rules.
An authenticated resolution of the applicant’s board of directors to incorporate a limited liability company (LLC) in Saudi Arabia.

Mon commentaire était simplement mon interprétation en terme d'équivalence Fr (en rapport avec l'indication sur le destinataire), j'avais la même lecture avec "obtain" que Conor, mais oui bien sûr la société saoudienne ne sera pas immatriculée au RCS, mais à son registre de commerce (comme l'a proposé ph-b dans sa réponse, rectification à juste titre pas de problème là-dessus), les informations provenant de ce registre, le certificat d'immatriculation (d'une société saoudienne) sont l'équivalent de celles trouvées dans un Kbis.
(Toujours en raisonnement par équivalence) Comme on évoque la signature des statuts de la société, l'étape suivante est la diffusion de l'avis de constitution pour pouvoir demander ensuite l’immatriculation de la société (et donc recevoir le certificat). C'est l'ordre en Fr et semble l'être aussi en Arabie Saoudite selon la référence de Chris.

I suppose you can focus on the process (registration), or the result (a certificate of incorporation or "Kbis").
But for me, you can't "obtain" a registration, but you can obtain a "Kbis". Maybe that word is leading me astray.
I would, as already suggested by two answerers, call this the registre de commerce, and avoid using “Registre du commerce et des sociétés” (RCS) which would make things sound as if the system is identical to that of France.
Sorry for writing in English, it's just a bit easier than French early in the day.
