The answer to your question depends on how the transports from China are operated. There are still ways your fleet can bring
goods from China to the UK.

If the product from China is cross-docked in the EU, or the tractor unit hauling the trailer is exchanged in the EU, then the relevant journey for the purposes of the market access rules in the UK is the EU to UK leg. A community licence for a goods vehicle tractor established in the EU is sufficient access permission. This applies even if the trailer and its load has travelled from China.

If the tractor and trailer unit perform a through journey from outside the EU and outside the ECMT territory (for example they pick the load up in Kazakhstan), that would not be permitted. If the tractor and trailer unit perform together a leg from a non-EU ECMT country (such as Azerbaijan) to the UK an ECMT permit would provide the necessary access permission for the UK.
