The content of physical planning continues to change, yet it remains an inherently traditional approach. Physical planning may be regarded as the nuts-and-bolts of the way the built environment is conceived.
Physical planning encompasses activities to ensure an adequate infrastructure and policies to support the needs of the City. Activities of the Office range from revising the Comprehensive Plan, which includes of a proposed land use program for the City as a whole and a development program for downtown, to proper zoning and site plan review through the activities of the Planning Board and the Zoning Board of Appeals. These activities help make Auburn a complete city by providing an effective balance between residential and commercial property.

I'm not over happy with this solution, though see the web reference below. However, I must disagree with the solution suggested by my colleague, "The concept ( idea ) of spatial organization", as this does not seem to take into account that the context is that of construction, or urban planning. Perhaps someone can improve on my suggestion.

: It's not clear from the context if it's talking about the "urban plan"/local zoning ordinances, or a specific plan for a specific construction project. I'm inclined to think the latter. But "concept" is misleading in the above quote - different sense!
