The language in this military commissioning scroll is a bit fancy, so I'd just like to make I'm right track! The rest of this sentence is:

Forsvarschefen ansætter Dem hereved fra den XX at regne som løjtnant ...

I have translated this as:

The Chief of Defence hereby appoints you, from [date], to be considered as lieutenant ...

My understanding of this sentence is as follows:

"hereved fra den XX at regne" means: hereby as of xx
"som løjtnant" means as lieutenant

In other words, the three words "at regne som" are parts of two separat parts of the sentence.
