Czytam to zdanie po raz n-ty i nie ogarniam tej części z 'if by'..
Do tego dalsza część - prohibits any import of goods (...) - wydaje mi się, że miało tam być: prohibiting any import of goods (odniesienie do rozdziału VII z Charter of the UN). Jeśli w tej części wystąpił błąd, to zastanawiam się, jak powinna wyglądać pierwsza część zdania z tym 'if by'.

(b) by an act of compliance with a decision of the United Nations Security Council taken under Chapter VII ofthe Charter of the United Nations, the Borrower's country prohibits any import of goods or contracting of works or services fromthat country, or any payments to any country, person, or entity in that country. A margin of preference shall apply for eligible domestic bidders.
