No more context to offer, but it's a well-known phrase in Franche-Comté dialect which natives of the region will be very familiar with.

A basic translation would suffice; an equivalent in Brit-Eng or Am-Eng dialect would be fine, too.

Comtois, surrender! Not on your life!

According to the reference below, "nenni" is "no". Since "se rendre" is "surrender", the above seems like a pretty reasonable attempt at a translation. Note that, in many of the Google references I found, the punctuation was "Comtois, rends-toi ! Nenni ma foi !"
