It seems to suggest that the person undertakes to set up all the requisite resources to enable his computer (laptop?) to be accessed (for software assistance and maintenance) while he is on the move, i.e. not at a fixed office or other location.
With more and more company reps etc. carrying computers, it makes sense that there will be a growing need for on-line computer maintenance etc. for those computers. Since the assistance provider undertakes to provide assistance, he will cover himself against the impossibility of accessing remote laptops by a clause requiring the client to set up the requisite systems. When you are at your office desk, using your company network, etc., you know if access is possible or not, and can relatively easy make it possible. If your staff are scattered all over the country, in hotels and the offices of your various clients, it might not be so easy to ensure that your assistance provider can actually do the work he is required to do.
It might not actually be "mobile" to that extent, and might refer simply to computers that will move about within a company's premises (?).
