It's a dress, and I have a photo - it is basically a "drop waist" dress, but the problem I'm having is that I need to describe some features of the dress that are located "at the petites hanches". What do we call this body part in English? Hips? Upper hips? Lower waist? Love handles? (just kidding). I don't think I have come across "petites hanches" before, so I would like to better understand the distinction in French (taille, petites hanches, hanches ?)

I think we would refer to this area as "the upper hip" when we're being specific (otherwise we would call it simply "the hip"):
