This is in a letter carried by a messenger from a town council explaining that money must be paid to the town and asking the reciever of the letter to give news to this new messenger.

Confirmed by a reader of Spanish classics: the connection still exists in the verb adiestrar (tame, but also, instruct). It makes sense in this context.
