It's confusing as the company is "requiring" the end user to do something, so it doesnt seem to be at the discretion of the end user... Rather at the company's discretion, right...?

In that context "su" is referring to the "Company" and not the "Client" because it is the "Company" who will decide or choose which clients will be required to download a "specific software" to improve the delivery of the product.
