¿Qué quiere decir ***contra*** aquí?

In English, contra(against) is equally valid;
4.of which, 2Mbps will go against Internet

2Mbps is the bandwidth of a data line,probably a leased line, of which a bandwidth of 2Mbps is being used up for Internet. In leased lines, the highest bandwidth available as on date(at least in India) is 2Mbps. So here, the entire bandwidth is going for Internet usage and nothing for intranet etc.
