Agree, but still "verksamhet" is left out. Translation should strive to convey what is being said as closely as possible, and also stylewise. If the original writer uses a less obvious expression, also translator should strive to use something more creative, or what? :)

I think the public sector is what is meant here. The public domain is a different story.

Just an idea; wondered whether it may refer to people working in the public sector, i.e. equivalent to our Official Secrets Act. Can't think of an elegant way to phrase it at this time on a Friday though, particularly with one eye on the tennis...

in the operation of public authorities

The law concerns civil servants. Wonder if simply "in the public sector" could be used here? The meaning of "verksamhet" would be lost, but... "In the public domain..." is perhaps a bit too wide, including even the usual public who are not civil servants, if am correct?

Agree :), but Mr. Mewes being native speaker he perhaps finds smth more elegant if only gets the precise meaning. Because if the Swedes wanted to write "in the public sector" they would have written simply "i den offentliga sektorn", and they did not.

GENERAL PUBLIC is my suggestion, the well-being etc accidentally slipped in from one of my examples, can not find a way to correct.
See example references that both talk about the general public.
Example sentence:

Anything affecting the rights, health, or finances of the public at large.

The public interest is central to policy debates, politics, democracy and the nature of government itself.
