Yes. I think the point is that the board is appointed/elected by those shareholders who are at the shareholders' meeting. Thus, in a sense, it is actually the meeting that chooses the board.

Shareholders' meeting Can a shareholders' meeting appoint the board. Should it not refer to a body of people rather than a meeting. Or is it so that the board are appointed AT the shareholders' meeting?
