My first thought was ´Scout leader´, but this is just one type of ´föreningsmänniska´.
Club leader, or simply a fellow member of an association.
It could be a professional association, for instance, or simply a sports or social association where relevant. Golf club, local history, ´pigeon fanciers´, political party, friends of the local museum... etc. etc.
This would be relevant if the person asking for a reference had been a sports trainer, held office as treasurer, or been some kind of leader in association activities.
But it sounds as if just knowing the person well would be enough.

in this context I think the type of club referred to is any non-profit association or club and if someone is called a föreningsmänniska it means they are putting some time and energy into it on a voluntary basis. Often it would imply that they are a part of the organising committee for the association.
If the word voluntary is included it gets this aspect of the concept
you could also just call them a volunteer
