move in high circles
The Russian phrase omits a qualifier (probably, "high" or "appropriate" or "influential"), which I would re-insert into the English translation.
For the noun you can use "spheres" as well, I suppose.

If you want to move away from the circle/sphere imagery, you can, of course, simply say "started mingling with influential people" or something along these lines.

Marina Khonina
: That's an excellent version. I'm not sure, though, whether a justice would use this word when talking about his career.

to mingle
... (or rub shoulders) with the right people.
Personally, I would go away from the literal "circles" or "spheres" here but, if you feel it's best to keep it, you could also say "mingle in the right circles".

here: hit the right spot
можно и так, особенно учитывая предыдущую фразу: "...был подключен к работе над проектом Федеративного договора..."
