In an employee manual. Are they referring to "employee harassment" or "preventing a person from working"?

disqualification

According to Svensk-engelsk fackordbok, utslagning can mean elimination (albeit in the context of sports), so perhaps it could mean disqualification (i.e., a workplace accident renders the employee unable to work). At least that's my take on it.
