An operationally completed project is considered financially completed when all financial transactions have been recorded by UNDP, the project accounts closed, and a final budget revision approved. The financial completion of a project must occur within 12 months after the month it is operationally completed.

: I agree both are possible, 'completion' has to do with actual end of a project, etc. and 'closing' is more related to accounting
