Fall protection equipment would include railings and handles where possible or appropriate, and a wider range of equipment.
From here on I'm guessing, but...
If there is a difference, I would understand 'restraint' as implying the line was short enough to prevent a fall altogether (but it might reduce freedom of movement, so that it was impossible to carry out the job in hand).
Fall arrest would allow freedom of movement and a short fall, but prevent serious injury.
