Stay bolts lock a casement window by screwing to either the frame of the window or the stay retainer. There are two types available, for the wooden or metal-framed window. It does allow the window to be opened and locked in position to aid ventilation, but this only gives limited security and the window should not be left open when the house is empty.

it all depends on what safety means - is it safety so people can't fall out, or safety so people can't get in? I would imagine that in any case it is so the window cannot be opened fully, or can be locked into a certain place.
