I have a complaint with you.

Запутался в двух соснах. Не могу понять, означает ли это with you здесь, что товарищ жалуется "на вас", или он просто хочет "вам" пожаловаться на кого-то или что-то другое. Уж помогите, пожалуйста, разобраться. Который раз перечитываю и оригинал, и свой перевод, и нет 100% ясности.

I have a complaint with you.
But before I tell you my complaint, I’d like you to give yourself a little quiz. If you and I are face to face, and I say I have a complaint, what is your first reaction?
There’s no right or wrong answer to this question, really. I would say there are probably a number of different possible answers.
If I say I have a complaint, your first thought might be Will I agree with him, or disagree?
Or maybe your first thought is I wonder whose fault it is. Is it my fault? Who made him mad?

A keeper of the vineyards would be someone working in the sun all day. The vineyards in this verse is talking about the Nation of Israel ("my mother's children") that Solomon was make king ("keeper") over, yet was unable to keep his own vineyard ("my own vineyard have I not kept"), which is talking about his own sins. Solomon was a Jew, so he'd be black whether the sun shone on him or not.[/quote]
Let the book for speak for itself, and again it is the woman speaking as you can tell from the context:

I believe it carries the uncertainty of the English version the best. On one hand, you might complaint "about" this person. On the other hand, you might want to simply "file the complaint on someone else" with this person. Right? So, if you say "у меня к вам жалоба" it can mean either "у меня на вас жалоба" or "у меня к вам жалоба на кого-то другого".

Actually I'm sure. Particularly if ypu look at the last sentence of your passage:
If I say I have a complaint, your first thought might be Will I agree with him, or disagree?
