ovde je konkretnu u pitanju pravo na hitnu medicinsku pomoć (= the benefit), koje ne zavisi od imigracionog statusa tj. država se odriče prava (waives the right to ...) da proverava da li je potencijalni samrtnik državljanin SAD ili stranac.
