Traffic announcement could be a broadcasting on radio or on GPS/GPRS smart phone , etc.. The question is when there is the word "on" or "off" following them as example. In term of technical , on is meaning to enable or "turn on" and off is to disable or "turn off". But for Thai phase, could be explain in two ways,
1. เปิดระบบรายงานสภาพการจราจรถูกเปิด , ระบบรายงานสภาพการจราจรถูกปิด
2. เปิดระบบรายงานสภาพการจราจร , ปิดระบบรายงานสภาพการจราจร
I am prefer the 2nd choice , as it is more natively use in Thailand.

Not sure if the full sentence reply as verbs or nouns.
However, simple straight forward meaning as above could be closest.
