La ZAC est une opération d’aménagement d’initiative publique permettant à la collectivité de maîtriser le programme d’urbanisation et notamment, le contenu, la densité, la forme, et la typologie des logements avec précision. Elle s’accordera à cet effet une certaine souplesse à l’égard du droit à construire que présente le POS ou le PLU. Autrement dit la ZAC permet à la commune de mettre en œuvre un projet réglementaire programmatique et conceptuel sur mesure, intégrant des logements alternatifs.

Below is one definition from the web. If you do a google search for 'planned development district you should easily find a lot of hits

A Planned Development District (PDD) is a unique zoning classification that allows an integration of multiple land uses in a specified area.

I don't know if this term is used in the UK. Most of the hits seem to be US.

The purpose of the PDD classification is to encourage more creative and imaginative land use designs that are generally possible under conventional zoning regulations. A PDD may integrate single-family housing with other residential uses and even commerical uses where appropriate and compatible."
