In a report about setting up EU cross-border programmes. Context "On examinera plus en détail les programmes transfrontaliers concernant Pays A, Pays B et Pays C. Pour en présenter le contexte et les ressorts généraux, nous avons pris en compte le 1er (et seul) appel des relations bilatérales 2007-2013 entre Pays B et Pays A, et les 1er et 2e appels du programme bilatéral entre Pays A et Pays C." What exactly is the "appel" here? A proposition, or call in the sense of suggesting that the countries establish cross-border relations, or what? Any help much appreciated - thanks in advance!

And bearing in mind this is EU material, I would imagine the term can be found on a website, translated into several (if not all) EU official languages

I don't know if you know, but you don't need to put (here). The glossary entries are taken from the question headings as posted and I reckon it is safe to suppose that the term asked is for the context posted and not another. ;-)
I think the mods edit out the "here"s now and again. THought you might like to know.

agree writeaway : it is call but not in the sense of proposals, which made me think this answer was wrong. it's not just EU speak either. Unless Asker can show it is call for tender.

consideration

My guess would be that 'consideration' would be be closer to what the author of the text it trying to get at, because in the given test here there is no suggestion that anything is missing or asked for.

1st / 2nd cooperation cycle of the bilateral program between countries X and Y
or
1st / 2nd project cycle of the bilateral program between countries X and Y (?)

Literally “appel” is only about submitting proposals for cooperation projects in accordance with a bilateral program, but what is in fact meant is the whole "cycle" from submitting cooperation projects to conducting them to their conclusion ("appel des relations bilatérales 2007-2013")
This second bilateral program went through at least 2 “cooperation cycles”

EU regional development (including cross-border cooperation) funding is budgeted in programming periods, the current one being 2007-2013.
First web ref has "first" and "first two" calls...
