Since you say that it's a profession, it'll probably be the sand extractors themselves, as rightly suggested by Gilmar. Without more context, it was impossible for me to tell whether it was the actual place where the sand is or actually the workers (could have been a program to protect the dunes or something).

It is not a place, it is a profession. The fishermen are going to be compensated, and so will the "areeiros".

I believe this is the etymology:

areia (sand) + -eiro (locational ending) = areeiro :)

Could also be "dunes."
