It's not well structured at all, but it basically says that the state is a stakeholder in companies that operate in crucial fields and that it is important that it (the state) act efficiently not only to gain money, but also in order to provide opportunities for the business sector, etc.

He's getting a bit lost in his convoluted sentence:

Please check my second emphasis, where the PM tries to make his point. It means something like this: If we understand that these companies, in which the state is still a majority stakeholder, operate... and this infrastructure is important for developing the business environment, WE CAN SEE how an efficient state action in the operation of these companies does not mean...

Equally, here, I believe that IF WE UNDERSTAND that these companies, in which the state still has majority ownership, operate mainly in the energy sector, in infrastructure and generally in various different categories of infrastructure, WE CAN SEE how infrastructure is important for developing the business sector

@ MCristy Thank you, that helps a bit, but I think I was trying to relate back to "cred că dacă vom intelege....". Surely this is an "if" clause that needs qualifying at the end of the sentence, so how would these two correlate?

I think you should read it without the "şi". It's just a slip of the tongue. The idea is that these companies develop the infrastructure in general. This is then detailed as infrastructure of different categories, important for the business sector.
