Encumberance would be mortgage, pledge, some kind of security like a financial guaranty or such like. It seems to me that this is the case here. Your sentence should go something like this:
... natural/legal persons who in the interim period have acquired title ... by lawful (encumbered/unencumbered) legal transaction...
"encumber" is also spelled "incumber". Both spellings are correct.
