I have translated this as "..highly committed to the territory to which it has a duty through the act of incorporation/its foundation..". It sounds a bit odd to me though. Would welcome any suggestions on making this sound more natural! Thanks.

To me, "debe por ley" has a somewhat negative feel to it when I read it in this context.
Maybe something like this might tone it down a bit:
"XXXXX University is young, enterprising and fully committed to the region it was legally founded to serve: the province of YYYYY."
I think I would stop the sentence at "the province of YYYYY." and start a new one, as all those colons are a bit too funky for my liking.
