I know it's a bit lengthy but if you write 'in designing billing/invoicing software with an authorized printer's footnote', it sounds as though the footnote is on the software!
I'm afraid I can't find an 'official' translation of the term, though I'm sure there has to be one.
In the footnote or on the right side of the Invoice, the name, address, state registration, and Corporate Taxpayer Registry enrollment numbers with the Finance Ministry of the printer of the fiscal document; the date and amount of documents printed; the serial number of the first and last document printed and their respective series, when applicable, and the number of its authorization for printing fiscal documents.

solo quiero agregar, que aqui en mexico, a las facturas se les anexa lo que llamamos el pie de imprenta.
Esto es: la informacion de la imprenta que los hizo, nombre fiscal, direccion, y direccion fiscal,la autorizacion de la imprenta para imprimir formas fiscales y fecha de su autorizacion. Autorizacion de parte de hacienda para imprimirle a la empresa esas facturas, fecha en que se imprime y numero del folio de donde empieza hasta donde termina, y estas facturas tienen un tiempo de vida fiscal de dos años.
