La frase está dentro del contexto de una patente:

prior art puede traducirse como técnica anterior, pero en este caso es más correcto traducirlo por estado de la técnica

técnica anterior

"Arte" o "técnica" parecen depender del país y del abogado de patentes. A mí me ha resultado "técnica."
