Swedish term
förutsättningsskapande arbete
Swedish to English
Bus/Financial
Business/Commerce (general)
... att skapa nätverk och arbeta med förutsättningsskapande arbete.
This is taken from the strategy section of a quarterly report. I would hazard to guess the term is facility management-related, but as I'm stumped, any suggestions would be appreciated.

work on the creation of preconditions (for...)
Management jargon - nothing to do with facility management, but working on creating the preconditions for necessary or desirable future development/actions.

Note from asker:
Thanks for the links Agneta. Most grateful. Of course, I didn't mean facility management but facilitating structures and processes. That's what happens when one should have got to bed earlier :-) |

Comment: "Once again, grateful thanks, Agneta. That was the most appropriate solution in this case by far and also met with a favourable response from the relevant customer. :-)"

essential ground>('spade')>work
Coincidentally, there is in London a very good Swedish-English translator called Spade.
Example sentence:
FMV har sedan sekelskiftet bedrivit ett förutsättningsskapande arbete för uppbyggnad av de tekniska delarna.
Knowing district policies and seeking the principal's expert knowledge on these policies are essential groundwork when planning publicity.
Reference:

work that creates opportunities
...
23 hrs
preliminary work/studies
I think this term can be translated differently in different contexts. For example in Adrian's FMV example, I would use "project definition studies", and in Troy's question context sentence, I would use "preliminary work" (see reference for full context). If as Agneta shows, we have to use management or international negotiating jargon then the clunky "work on the creation of preconditions (for...)" would clearly keep the client happy.
However, as a generic term translation I prefer "preliminary work/studies"
