This is taken from the strategy section of a quarterly report. I would hazard to guess the term is facility management-related, but as I'm stumped, any suggestions would be appreciated.

Management jargon - nothing to do with facility management, but working on creating the preconditions for necessary or desirable future development/actions.

Coincidentally, there is in London a very good Swedish-English translator called Spade.

preliminary work/studies

I think this term can be translated differently in different contexts. For example in Adrian's FMV example, I would use "project definition studies", and in Troy's question context sentence, I would use "preliminary work" (see reference for full context). If as Agneta shows, we have to use management or international negotiating jargon then the clunky "work on the creation of preconditions (for...)" would clearly keep the client happy.
However, as a generic term translation I prefer "preliminary work/studies"
