A client of mine in Germany just tried to send a message to my MS Outlook e-mail account and she received the following error message:

Hi. This is the qmail-send program at mail.gmx.net.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

Can someone please tell me what I have to do to get this problem fixed? Do I have to contact my Internet service provider or is there something I can do in Outlook?

The QIL database is highly dynamic; IP addresses are added as soon we observe them to be involved in the sending of spam. This database is continuously being updated with IP addresses being added and removed as their behavior warrants. Decisions to add or remove an IP are based a combination of history and current spamming activity.

If your address is on the QIL database, you should check your computer for signs of unauthorized activity. If you are running a Windows-based PC, it is highly probable that your computer has been compromised by a virus or spyware application. Running an anti-virus program is certainly a good first step, but not all compromises are found even by the best anti-virus programs - you may need to contact an expert. If you are running a web server, check for other unauthorized activities, such as exploitable scripts and PHP software.

You may, of course, request removal of the address from the QIL database, but be aware that it may be placed back on the database if additional spam is sent. To prevent abuse we limit the number of removal requests in a given period.

Hi,

The problem seems to be with the sender. I suppose she can’t send you messages because her IP is on the QIL_list (and your ISP uses that list in order to protect you against spam). Are you able to receive messages from other people?

“About RBL+ and QIL
The Realtime Blackhole List (RBL+) is a database that tracks the reputation of some 2 billion IP addresses. IP addresses that have been consistently associated with the delivery of spam messages are added to the database and only seldom removed. The Quick IP Lookup (QIL) list is another database for tracking the reputation of IP addresses, but with QIL, IPs are added and removed more frequently (and thus can be considered more current).”
