Most of the answers already given seem to be asking whether the conference could be rescheduled later, but I understand it, the question is not so much as to whether the date of the conference can be changed after the facility has already been reserved for the requested date, but as to whether, if the requested date is not available, the conference could be held on another date when the facilities are available. I've seen similar questions, for instance, on sites for reserving airline tickets; if the answer is yes, then the site will suggest tickets on dates other than the one requested if the requested date is unavailable or if tickets on other dates are less expensive.

An example of the airline ticket reservation example can be seen on www.expedia.com, where there's a checkbox in the search area labeled, "My dates are flexible." If you check the box, the search will not only show tickets on the dates requested, but also on nearby dates when prices may be lower.
