сорри, но я исходил из предположения, что текст относительно официальный и дожен стыковаться с законодательством РФ:)
А если он не черезчур официальный, то можно называть этих \"товарищей\" директорами наиболее высокого ранга или вроде того.

Explanation:
I guess that this is the Board of some non-profit org. Even if not, you can put just "director".
ie
V sostav Soveta dolzhno vhodit' do 33 directorov, izbiaremih .. (by general memebership? am I right? :-))

You can work 'ot protivnogo' ie theses are just directors (non -specified duties) - well, because, they simply sit in the Board and vote for general decisions (on main strategy of the company). With non-profits they are supposed to get any sa;lary / compensation for that. But they hire stuff (managing directors, technical directors, production directors, hr directors - who are actualy run the company).
That's why those guys on the Board are "at large". Something like that.
