Subtitling Freeware: Supports FARSI

I am trying to set up a client with a work flow where you can use freelance Farsi (Persian) subtitlers. I would like to suggest the best subtitling freeware for specifically one that supports Farsi and is used as somewhat of a standard in Iran. As I have little experience with Farsi subtitlers I do not know who to ask. Any help would be greatly appreciated!!!
