Need suggestion about professional subtitling

Hi, I'm new to this subtitling and I really need help.
I've a video file which has VITC on screen.
I need to do subtitling of this in a faster way.
I saw some guys using hardware subtitler who just only had to press a button
on the keyboard and easily maked the 'IN/OUT' timeof a subtitle.
I have a plain .txt file with dialogue on it.
My clients need a subtitle .txt file with timecode(PAL/NTSC) on it.
Can I do this with subtitling software???

I have try this, but I don't know how to convert the subtitle
into 'TIMECODE' format
