...of why I’m still not convinced to become a paying member. ProZ needs to impose an inconvenience to outsourcers who offer rates below certain thresholds. So there would be different classes among outsourcers, and those who wished to move up the ranks would have to comply with the minimum rate limits.

Any translator worth their salt should have a minimum charge, which is typically what you view an hour of your time as being worth. I never accept micro-jobs unless a client is willing to pay my minimum charge. It's not worth my valuable time.
