Думаю надо уйти от дословного перевода. "certain extent off" можно вполне безболезненно опустить, смысл от этого не изменится. Тогда появляется вполне удобочитаемый и понятный вариант: Критическая скорость вращения роторов паровой турбины не должна совпадать с рабочей скоростью вращения роторов паровой турбины.
should be certain extent off - должна в некоторой (определенной) степени (мере) отличаться (не совпадать) - по-английски это звучит нормально, но по-русски - путано и тяжеловесно

представляется, что речь идет о том,
чтобы критический диапазон(ы) скорости ротора находился на определенном удалении о нормальной рабочей скорости, то есть турбина не должна нормально работать в диапазоне критических скоростей ( когда повышена вибрация ротора)
