It's the number one meaning as found in my Portuguese to Portuguese dictionary, perhaps my English isn't quite phrased correctly.

The Indians traditionally use a tipóia to carry their children on their backs from one place to another.

"sling" is perhaps the most common meaning, agreed, but it depends absolutely on the translation this word comes from.
