I like the concept of "mosaïque", but it appears too positive for what I understand from the source: 'mosaïque" is art, and demonstrates a strict method and planning in execution.

My understanding is that the author means inconsistency and chaotic behavior of different layers of laws and regulations that may overlap and collide, which should be a very poor "mosaïque"?

Au vu de la définition donnée par le GR de ce mot importé dans la langue française : "1. Tissu fait de morceaux disparates cousus les uns aux autres 2. Fig. Ensemble d'éléments disparates. | « Élections européennes : le patchwork régional » (l'Express, 12 mai 1979, p. 106).", il me semble qu'on peut faire l'ellipse du terme "quilt" dans la traduction.
