I've seen the law mentioned before. However, it's still not clear to me what the concept is referring to, and it is clearly something that has been incorporated into the tax system.

This refers to a specific law - I haven't time to look it up - perhaps the asker should do this as prior research, if not already done

if it has to do with taxes it could be "(tax) contributiions payable etc."

estimated taxes

Basically as I understand the URL provided, you pay these obligaciones a cuenta and then offset them against what you actually owe when it comes time to file your return. Our estimated taxes in the US work the same way.
